Not always. If the damage is only structural (a broken cross-reference table, a cut-off end), usually yes. If the page data is missing, only what can be read is recovered; what no longer exists in the file cannot be invented.
If the structure cannot be put back together, the tool draws each page as the browser sees it and creates a PDF of images. It looks the same, but the text can no longer be selected or searched. It tells you when this happens.
